Right before Wash got to Eudio he was in the middle of trying his best to train a whole bunch of very inexperienced soldiers for an upcoming war that he knew could kill most of them. And now he's in a city where he needs to hold some hands and stuff. It's going to take him some adjusting.
He's been through a lot of shit in his life, to put it lightly, but to very simply summarize, Agent Washington was once a part of a secret and very shady experimental spec-ops program, ostensibly meant to test the use of combat-assisting AI. The AI he got was certifiably insane, which fucked him up for life, and he also ended up inheriting its' memories of all the awful shit that the program was doing behind the scenes, torture, all that kind of fun stuff. He managed to keep his knowledge a secret, but basically watched as his friends all also got various kinds of fucked up and often killed as the Project started to unravel all around them, and when Project Freelancer was inevitably shut down, it still wasn't quite enough for Wash. He dedicated too much of his life to the pursuit of revenge, and it ended up taking many, many attempts, with Wash doing his own fucked up shit along the way, before he finally managed it. Whether or not he thinks it was worth it changes every time he's asked.
He's finally starting to learn to put all that behind him, at least. Wash still struggles with some amount of survivor's guilt, and the regret of his past actions weighs pretty heavily on his shoulders. He isn't sure if he's really capable of being a good person again, or if he ever really was, but he's so far resolved to trying his best.
Now Wash is just a ( relatively ) stable guy with a surpringly high tolerance for idiocy and incompetence thanks to a wealth of experience dealing with the Reds and Blues. He's distant and still hasn't really relearned How to People, but he's fiercely protective of his idiots and is capable of being surprisingly open and genuine when he wants to be, and comes equipped with a pretty dry sense of humor. He's slow to trust, but as far as he's concerned it's for good reason, and he'll lower his defenses for the right people.
He has friends. Really. He does! They just aren't here right now, okay, and lots of them are dead, and why are you looking at him like that.
