I think here it depends on the being. Some are open. Some aren't. It's not just humans in this place.

They are. More or less patrolling the building and making certain no one is up to anything they're not supposed to be up to.

I've only dealt with Sims and his administrator, Stephen Day. Met the former and then the latter before getting hired.
