Shi'Ar and Kree are non-human, yes, but they are simply other beings. I would not necessarily classify them as cosmic in scale, even if their empires are far-reaching. Cosmic entities tend to have powers we can't quite comprehend and I suspect that whatever power it is that pulls us into this city is something similar.

We have also come into semi-regular contact with a being known as Mojo, whose dimension treats our lives as if we are entertainment for their consumption. He likes to put us through various, violent situations that end through circumstance or our own wit.
I suppose what I am saying is, anything is possible. Either the one in charge here finds it funny, or they really do believe in some strange gene. It isn't the the only gene of interest in me, if that were the case.
